Proof of Car Insurance — Texas

What Texas Accepts as Proof

Texas law recognizes three proof formats: a physical insurance card issued by your carrier, a digital image of that card displayed on your phone, or verification through the Texas Department of Public Safety's electronic database. All three carry equal legal weight at a traffic stop. The officer can accept any format you present, and cannot require you to produce a physical card if you show valid digital proof.

The confusion arises because different contexts require different proof channels. A traffic stop accepts what you carry. Vehicle registration and license reinstatement require proof your carrier filed directly with DPS. The card in your wallet proves you bought a policy; the DPS database proves your carrier reported that policy to the state. Most carriers file electronically within 24 hours of binding coverage, but you cannot register or reinstate until that filing clears.

Texas Minimum Liability Limits

$30,000 / $60,000 / $25,000

Every vehicle registered in Texas must carry at least $30,000 bodily injury per person, $60,000 bodily injury per accident, and $25,000 property damage. Your proof document must show limits meeting or exceeding these minimums.

Digital Proof at Traffic Stops

Texas Transportation Code Section 601.053 explicitly allows electronic display of proof of insurance. You may show the officer your carrier's mobile app, a photo of your insurance card stored in your phone's photo library, or a PDF emailed by your agent. The law does not specify image quality or file format. If the document shows your name, the vehicle identification number or license plate, the policy number, the coverage period, and the carrier's name, it satisfies the statute.

Most carriers offer mobile apps that generate a digital insurance card on demand. USAA, State Farm, Progressive, Geico, and Allstate apps all include an insurance card view designed for traffic stops. The app pulls current policy data in real time, so the card reflects any recent changes to your coverage or vehicles. A screenshot of that app view is legally sufficient, but the live app view is often clearer and harder for an officer to question.

If you insure multiple vehicles on one policy, your digital proof must identify the specific vehicle you're driving. Some carriers issue one card per vehicle; others issue a single card listing all vehicles covered under the policy. Either format works, but if your card lists multiple vehicles and you're stopped in one of them, the officer will verify the VIN or plate on the card matches the vehicle. Keep a separate screenshot for each vehicle if your household runs multiple cars, or ensure your app lets you toggle between vehicles quickly.

Digital proof works at traffic stops, but it does not substitute for DPS electronic filing when you register a vehicle or reinstate a suspended license.

Registration and Reinstatement Require DPS Filing

When you register a vehicle or reinstate a suspended driver license, the county tax office and DPS verify your insurance through their own database, not through a document you present.

Texas requires every auto insurance carrier licensed in the state to report new policies and cancellations to DPS electronically. When you buy a policy, your carrier transmits your name, policy number, vehicle identification number, and coverage dates to the DPS TexasSure database, typically within 24 hours. When you arrive at the county tax office to register your vehicle, the clerk queries TexasSure by your VIN. If the database shows active coverage meeting state minimums, registration proceeds. If the database shows no coverage or a lapsed policy, the clerk cannot complete registration even if you present a valid insurance card.

The same process governs license reinstatement after a suspension. If your license was suspended for driving without insurance, for a DWI, or for accumulating excessive points, DPS requires proof of financial responsibility before reinstating. That proof is an SR-22 certificate filed by your carrier directly with DPS. The SR-22 is not a separate insurance product; it is a notification your carrier sends DPS confirming you carry at least the state minimum liability limits. You cannot hand-deliver an SR-22 or upload one yourself. Your carrier files it electronically, and DPS updates your record within 1 to 5 business days. Until that filing clears, your license remains suspended regardless of what documents you hold.

How to Access Proof for Multiple Vehicles

If you insure two or more vehicles on one policy, your carrier issues proof in one of two formats: a single card listing all vehicles, or individual cards per vehicle. State Farm and USAA typically issue one card per vehicle. Progressive and Geico issue a single card listing every vehicle covered under the policy number. Either format satisfies Texas law, but the multi-vehicle card requires you to match the VIN or plate to the vehicle you're driving when stopped.

Most carrier mobile apps let you view and download separate cards for each vehicle even when the policy issues a combined card. Open the app, navigate to the insurance card or documents section, and select the vehicle. The app generates a card showing only that vehicle's details. Save a screenshot of each vehicle's card to your phone's photo library, labeled by the vehicle or driver. If a household member drives one of the cars regularly, text or email them their vehicle's card so they carry proof independently.

When you add a vehicle mid-term, your carrier updates the policy and files the new VIN with DPS electronically. The TexasSure database reflects the addition within 24 hours in most cases, but registration offices recommend waiting 48 hours before attempting to register the newly-added vehicle. If you try to register immediately after buying coverage and the database has not updated, the clerk cannot proceed. Call your carrier to confirm the filing transmitted before heading to the tax office.

Texas Uninsured Motorist Rate

14.5%

Nearly one in seven Texas drivers operates without insurance, the sixth-highest uninsured rate in the U.S. Carrying proof protects you from penalties and ensures you can register and drive legally even when others around you do not.

What Happens If You Cannot Show Proof

If you're stopped and cannot produce proof of insurance in any format, the officer issues a citation under Texas Transportation Code Section 601.191. The citation requires you to appear in court or submit proof to the court by mail within a set deadline, typically 20 days. If you show the court valid proof that was in effect on the date of the stop, the court dismisses the charge and may assess a small administrative fee. If you cannot show proof, the court may fine you up to $1,000 for a first offense and suspend your license and vehicle registration.

The penalty escalates if you're stopped a second time without insurance. DPS also requires you to file an SR-22 certificate for two years following the conviction. That SR-22 filing adds to your premium because carriers classify SR-22 drivers as higher risk. The combined cost of the fine, the reinstatement fee, and the SR-22 surcharge typically exceeds the cost of carrying minimum liability coverage for the entire year.

Compare Carriers That Insure Multiple Vehicles in Texas

Every carrier writing auto insurance in Texas files policies electronically with DPS, so digital proof and registration compatibility do not vary by carrier. What does vary: how quickly the carrier files after you bind coverage, whether the carrier's app lets you generate separate cards per vehicle, and whether the carrier offers a multi-car discount that lowers your combined premium when you insure two or more vehicles on one policy. State Farm, USAA, Progressive, Geico, and Allstate all write multi-vehicle policies in Texas and provide mobile apps with on-demand digital insurance cards. Compare quotes from carriers that write your household's vehicles and confirm the app interface works for your household's needs before binding.
